Why Keystone was created

Keystone Care Consulting was created to support small adult social care providers who need practical help with governance, inspection readiness, and improvement work. Many providers do not have the internal quality capacity, time, or operational headspace to build strong systems alone. Keystone exists to provide focused, usable support that works in real services.

Led by real operational experience

Keystone is led by Rafal Gac, with extensive experience in adult social care operational leadership, including senior oversight of residential and supported living services. That experience shapes Keystone’s approach: practical, direct, and grounded in the realities providers face under operational and regulatory pressure.

Who we work with

Keystone focuses on small adult social care providers in England, especially learning disability and mental health residential services. This includes providers with stretched managers, inconsistent governance, limited internal quality capacity, or pressure linked to CQC readiness and evidence gaps.

Keystone works in a practical, structured way. The aim is to help providers identify gaps, prioritise action, and strengthen governance without unnecessary complexity. Support is designed to be usable, proportionate, and relevant to real service conditions.
